Rechnungshof kritisiert Risikomanagement der BIG beim Projekt Vienna Twentytwo

Die Bundesimmobiliengesellschaft (BIG) sieht sich nach einem gemeinsamen Großprojekt mit der Signa-Unternehmensgruppe mit deutlichen finanziellen Belastungen konfrontiert. Wie aus einem aktuellen Bericht des Rechnungshofs hervorgeht, haben sich die Errichtungskosten für das Immobilienprojekt Vienna Twentytwo im 22. Wiener Gemeindebezirk nahezu verdoppelt und liegen inzwischen bei rund 412 Millionen Euro. Die ursprünglich kalkulierte Rendite von 6,97 Prozent sank in der Folge laut Bericht auf nur noch 1,46 Prozent.

Vienna Twentytwo wurde von der BIG-Tochter Austrian Real Estate Development (ARE Development) gemeinsam mit der Signa-Tochter Forum Donaustadt Holding entwickelt. Für die Umsetzung des Vorhabens wurden 16 eigene Projektgesellschaften gegründet, an denen ARE jeweils 49 Prozent und Signa 51 Prozent hielt. Der Projektstart datiert auf das Jahr 2016, die Fertigstellung war für 2022 vorgesehen. Die Partnerschaft wurde jedoch von Unstimmigkeiten begleitet und schließlich im Jänner 2024 beendet.

Der Rechnungshof kritisiert insbesondere das Risikomanagement zu Beginn der Kooperation. Zwar lagen der ARE nach eigenen Angaben bereits 2016 Unterlagen vor, die Signa als wirtschaftlich und technisch fähigen Partner auswiesen, eine standardisierte Risikobeurteilung wurde jedoch nicht vorgenommen. Bei längerfristigen Geschäftsbeziehungen müsse diese „streng und umfassend“ ausfallen, heißt es in dem Bericht. Hintergrund ist die Gefahr, dass bei einer möglichen Insolvenz des privaten Partners das gesamte Projektrisiko auf den öffentlichen Partner übergehen kann.

Zu den wesentlichen Kostentreibern zählten laut Rechnungshof Verzögerungen bei der Bauzeit, Baupreissteigerungen sowie eine mangelhafte Planungs- und Ausschreibungsqualität, die die Finanzierungskosten in die Höhe trieben. Diese hätten sich in der Folge etwa verdoppelt. Die ARE verweist in ihrer Stellungnahme darauf, dass sie zwei Jahre nach Projektbeginn eine standardisierte Prüfung von Projektpartnern eingeführt habe. Mittlerweile sei dieses Verfahren weiter verschärft worden, unter anderem durch eine vertiefende Prüfung, um ähnliche Risiken bei künftigen Public-Private-Partnerships besser zu kontrollieren.
