Österreichs Arbeitsmarkt hat sich in den vergangenen zwei Jahrzehnten grundlegend verändert. Laut neuen Daten der Statistik Austria stieg die Zahl der Erwerbstätigen seit 2005 um rund 752.600 Personen beziehungsweise gut 20 Prozent auf im Schnitt 4,5 Millionen im Jahr 2025. Damit wuchs die Beschäftigung deutlich stärker als die Bevölkerung, die im selben Zeitraum nur um 11,5 Prozent zunahm. Gleichzeitig legte das gesamte Arbeitsvolumen – die Summe aller tatsächlich geleisteten Arbeitsstunden – lediglich um 2,1 Prozent auf 6,89 Milliarden Stunden zu. Die Wirtschaft setzt damit zunehmend auf mehr Köpfe bei nahezu gleichbleibender Stundenzahl.
Treiber dieser Entwicklung sind vor allem drei Gruppen: Frauen, ältere Menschen und Personen ohne österreichische Staatsbürgerschaft. Die Statistik-Austria-Generaldirektorin Manuela Lenk verwies bei der Präsentation der Mikrozensus-Arbeitskräfteerhebung in Wien darauf, dass deren Erwerbsbeteiligung seit 2005 besonders stark gestiegen ist. Die Erwerbstätigenquote der 55- bis 64-Jährigen hat sich mehr als verdoppelt, ebenso der Anteil von Menschen ohne österreichischen Pass an allen Erwerbstätigen. Bei Frauen kletterte die Erwerbstätigenquote im Vorjahr auf 71 Prozent, ein Plus von 9,9 Prozentpunkten gegenüber 2005.
Dabei verschiebt sich der Fokus des Arbeitsmarktes weiter hin zu Dienstleistungen. Arbeitete 2005 noch gut zwei Drittel (67,2 Prozent) der Erwerbstätigen im Dienstleistungssektor, waren es 2025 bereits 73,1 Prozent. Besonders kräftig wuchsen Gesundheits- und Sozialwesen, deren Beschäftigungsanteil zwischen 2010 und 2025 von 9,7 auf 11,4 Prozent stieg, sowie Bildung, freiberufliche Dienstleistungen und der Bereich IT und Kommunikation. Der Handel bleibt größter Einzelbereich, verlor aber an Gewicht: Sein Anteil sank von 15,2 Prozent im Jahr 2010 auf 13,6 Prozent 2025. Im Finanz- und Versicherungssektor verringerte sich der Beschäftigungsanteil im selben Zeitraum von 3,6 auf 3,2 Prozent, während in der Industrie zwar die Produktivität zunahm, die Zahl der Beschäftigten aber nur langsam wuchs.
Parallel dazu nimmt Teilzeitarbeit stark zu und prägt zunehmend die Struktur des Arbeitsmarktes. Österreich liegt im EU-Vergleich bei der Teilzeitquote auf Rang zwei. 2025 arbeiteten 49,8 Prozent aller erwerbstätigen Frauen in Teilzeit, nach 39,5 Prozent im Jahr 2005. Bei Männern hat sich die Teilzeitquote mehr als verdoppelt und liegt nun bei 14 Prozent. Nach Einschätzung der Statistik Austria ist der nur geringe Anstieg der gesamt geleisteten Arbeitsstunden vor allem auf die Ausweitung von Teilzeitmodellen sowie einen deutlichen Rückgang von Über- und Mehrstunden zurückzuführen. Dazu beigetragen haben unter anderem das seit 2004 bestehende Recht auf Elternteilzeit, begrenzte Kinderbetreuungsangebote, veränderte Präferenzen der Beschäftigten und der generelle Trend hin zu flexibleren Arbeitszeiten.
